Indian Tourists May Soon Enjoy Visa-Free Travel to Russia in Groups

Indian travelers may soon be able to visit Russia without a visa, provided they travel in designated groups. The Moscow City Tourism Committee is currently in discussions with the Indian government to finalize a group-free visa regime. If approved, this policy would allow a specified number of Indian tourists to enter Russia without requiring individual visas.

What is the Proposed Group-Free Visa Regime?

The group-free visa regime would enable Indian tourists to travel to Russia without a visa, provided they meet the following conditions:

✅ Travel in an officially recognized group.
✅ The group must meet a minimum and maximum size requirement (to be determined).
✅ Their details must be registered in advance for pre-approved entry.

According to Evgeny Kozlov, Chairman of the Moscow City Tourism Committee, a similar arrangement already exists for Chinese tourists, where groups of 10-20 people qualify for visa-free travel. A similar protocol is being discussed for Indian tourists.

Why is Russia Targeting Indian Tourists?

India is among Moscow’s top priority tourism markets, second only to China in terms of foreign visitors.

Kozlov highlighted that Indian tourists are also high spenders, averaging $2,000 per person per trip. With increasing international arrivals, Moscow aims to boost numbers even further by making travel more accessible and convenient for Indian visitors.

Growth of Indian Tourism in Moscow

Moscow recorded 19.7 million tourists between January and September 2024, out of which 61,000 were Indian visitors. With continued promotions and infrastructure developments, this number is expected to triple by 2030.

Three Key Reasons for Growth:

Improved Tourism Infrastructure – Better hotels, transportation, and tourist services.
Active Promotion in Key Markets – Targeted marketing efforts in India.
Introduction of E-Visa Regime – Simplified visa application process for individual travelers.

Moscow’s Bollywood Connection: Film Tourism Initiative

Moscow is looking to attract more Indian tourists through Bollywood. The Moscow City Tourism Committee is engaging with Indian film production houses to encourage them to shoot movies in Moscow.

🎬 Key Initiatives for Film Tourism:

  • Providing financial incentives to Indian filmmakers.
  • Hosting meetings with film production houses and directors.
  • Showcasing Moscow’s scenic locations and landmarks for Bollywood films.

Kozlov emphasized that this initiative aligns with business, wedding, and family tourism trends, making Moscow a popular destination for Indian travelers.

What Happens Next?

🔹 Discussions between Russia and India are still ongoing.
🔹 The exact group size requirement will be finalized soon.
🔹 If approved, Indian tourists may enjoy visa-free entry within months.

This policy could significantly strengthen travel ties between Russia and India, making Moscow an even more attractive destination for Indian tourists.
