New Rules for International License Conversion in Australia Beginning April 2025
Starting April 30, 2025, converting an overseas-issued driver’s licence to an Australian one will become more complex for certain international residents. Austroads, the governing body overseeing international licence conversions in Australia, has announced new rules designed to tighten the process for specific countries.
Current License Conversion System in Australia
Under the existing system, permanent residents from recognized countries can convert their overseas driver’s license to an Australian one without additional testing. This is part of the Recognized Country Scheme, which allows individuals from countries meeting Australia’s licensing standards to exchange their licenses for an Australian one without taking knowledge or driving tests.
For countries that do not fully meet the testing standards, an “Experienced Driver Recognition” status is granted. This status applies to residents aged 25 and older from these countries, who can convert their foreign licenses to Australian licenses without further assessments. However, individuals from non-recognized countries or those under 25 years old are required to complete the necessary testing to secure an Australian license.
What’s Changing Starting April 2025?
The most significant change is the phasing out of the “Experienced Driver Recognition” status. This change will take place in most states and territories, with full nationwide implementation by 2025.
Once the new rules are in effect, drivers from countries currently covered under the “Experienced Driver Recognition” scheme will need to act quickly. If they do not transition their licenses by the April 2025 deadline, they may be required to complete additional training and testing to qualify for an Australian driver’s licenses.
Austroads has urged countries that currently benefit from this status to seek Recognized Country Status before the deadline to avoid disruptions for their drivers.

Visitors Are Not Affected by the Changes
It is important to note that the changes to the international license conversion rules will not impact overseas visitors who are driving in Australia on valid foreign licenses. Visitors can continue to use their international driver’s licenses in Australia, provided they comply with all relevant conditions.
